For his outstanding achievement in the peace and order drive in Kalinga that resulted in the restoration of the Sumadel-Botbot Tribal "Bodong" or Peace Pact. His dedicated efforts to improve the welfare of his constituents led to the establishment of the German Sponsored Philippine Hilfe Scholarship Program for the impoverished children of Tinglayan. His efforts expanded the scholarship coverage from 5 barangays to all the 20 barangays of Tinglayan benefitting 2,626 scholars from 1984 to 1998 and the installation of the three Communal Irrigation System irrigating more than 20 hectares of rice fields of the four barangays of Tinglayan.
